The National Council for Community Behavioral Healthcare’s Sixth Annual Public Policy Institute and Hill Day — June 29 and 30 — was a compelling demonstration of member power and by any measure, a huge success. We’ve come a long way from 2006, when 50 members inaugurated what would become an annual event, the National Council Hill Day. In 2010, nearly 500 National Council members came to Washington, DC from every region of the country and met with more than 200 legislators to advocate for effective, adequately funded services to help people with mental illnesses and addiction disorders recover and live full and productive lives.

- National Council calls on Congress to support Behavioral Health IT Act.
- Behavioral Health IT: We asked legislators to cosponsor H.R. 5040, the Health Information Technology for Behavioral Health Services Act of 2010. This bill would extend federal incentive payments for the adoption of HIT to previously ineligible behavioral health providers and organizations. Click here to read our HIT fact sheet.
- Federally Qualified Behavioral Health Centers: We asked legislators to support the creation of federally qualified behavioral health centers (FQBHC). This legislation, H.R. 5636, would establish federal status for participating behavioral health centers and ensure cost-based reimbursement for their services. - Block Grants/Appropriations: We asked legislators to support a $210 million increase in the Substance Abuse Prevention and Treatment Block Grant and a $100 million increase in the Mental Health Block Grant. Click here to read our Block Grant fact sheet.
- Federal Medicaid Assistance: We asked Congress to extend for 6 months the enhanced Federal Medical Assistance Percentage (FMAP) rates originally included in the economic recovery act. These rates are currently set to expire on Dec. 31, 2010, leaving many states without sufficient resources to meet high levels of demand for Medicaid services during the economic recession.
