SPQM Team
David R. Lloyd is Founder and President of MTM Services and Senior Consultant to the National Council for Community Behavioral Healthcare. Mr. Lloyd has more than 35 years experience as an executive and consultant in both the corporate and not-for-profit settings. He has successfully facilitated development and implementation of compliance-based management accountability initiatives with more than 400 behavioral health organizations, regional medical centers and primary care practices across the U.S. He is a frequent presenter at national, regional, state and local conferences and the author of How to Deliver Accountable Care.
Randy Love, CPHQ, is CIO of the SPQM Data Warehouse and is responsible for SPQM report development and information technology. Mr. Love has more than 25 years experience in the behavioral health field including clinical quality management experience at local and state government levels. He provides daily management of the SPQM Data Warehouse and technology infrastructure.
Scott C. Lloyd is Vice President of MTM Services and National Council Consultant. Mr. Lloyd has worked on helping behavioral healthcare providers analyze performance data & guide them from a grant-based to fee-for-service funding environment through his “Strategic Analysis and Scenario Planning” process. Most recently, he has worked with providers in developing solutions in areas such as standardized clinical documentation, integrated clinical service delivery needs, clinical and administrative support, performance standards, productivity outcomes and financial/IT systems. He is the author of Using Data to Drive Your Service Delivery Strategies: A Toolkit for Healthcare Organizations.
Bill Schmelter, PhD, is Senior Associate at MTM Services and National Council Consultant. Dr. Schmelter has more than 30 years experience in behavioral health in the private, not-for-profit and government sectors. A licensed psychologist, he has been a therapist, researcher, quality management executive, psychiatric hospital administrator and state mental health agency official in New York. He is the editor of How to Get and Keep the Best Employees.
Michael D. Flora, MBA, MAEd, LCPC, LSW, has 25+ years experience in clinical practice and mental health administration. His experience spans strategic planning, performance improvement, workforce development, diversity training, clinical reengineering, marketing, board and executive training, and healthcare mergers and acquisitions. He has presented at various conferences and has been featured in top healthcare and business publications. He is a contributing author to How to Get and Keep the Best Employees.
Willa Presmanes, MA, MEd, is outcomes researcher, educator, and lead MTM Services consultant in behavioral health. She has almost 40 years experience in public mental health in clincial, research, and administrative capacities. She developed the widely used Daily Living Activities (DLA-20) functional assessment, recognized with an award from the Joint Commission. She has authored books and trade articles and won other industry awards.
