Steve Rosenberg

Steve Rosenberg is founder and president of Community Oriented Correctional Health Services (COCHS). He has more than 40 years of experience providing technical assistance and directing projects that increase access to health care for the most vulnerable populations in our nation. Steve played an integral role developing the prospective payment system (PPS) for rural health clinics in the late 70s and establishing the PPS for Federally Qualified Health Centers. He founded COCHS in 2006 to develop a public health approach serving the population of people who cycle through jails and to connect them to community-based health care. Steve is a specialist in health care policy and finance with expertise in Medicaid and correctional health.
