Changing Workforce Systems Through Policy

Lasting transformation of the mental health and substance use workforce requires large-scale systems change. Through our policy and advocacy efforts, the National Council advances legislative and regulatory measures that create an environment where behavioral health professionals can thrive and clients receive accessible, quality care.

Our policy and advocacy team shapes and supports legislation and regulations that: 

  • Improve reimbursement rates. 
  • Support value-based contracting. 
  • Remove impediments to employment and reimbursement. 
  • Create pathways for the future workforce. 
  • Reduce burnout.

Workforce Solutions Partnership

The National Council for Mental Wellbeing, Health Management Associates, and the College for Behavioral Health Leadership established the Workforce Solutions Partnership to create a behavioral health system where timely, high-quality services are provided by an inclusive, accessible, sustainable and thriving workforce. The partnership emphasizes cross-sector collaboration, developing and implementing a unified strategy for workforce development so all partners work toward common goals to achieve shared outcomes.
