The National Council for Mental Wellbeing is a 501(c)(3) association and the unifying voice of organizations that deliver mental health and substance use recovery services across America. We are guided by our vision that mental wellbeing — including recovery from substance use — is a reality for everyone, everywhere. It’s who we are. It’s what we do.

As part of our commitment to transparency and good governance, we make our organizational bylaws available to all members and the public.

Our Updated Bylaws Are Now Available

Our bylaws were approved by the Board of Directors on Dec. 15, 2025, and subsequently voted on and approved by our membership on Feb. 11, 2026. These bylaws reflect the values, structure and operational standards that guide the National Council in fulfilling its mission.
